Wisconsin River At Wisconsin Dells affecting Columbia and Sauk Counties. Wisconsin River At Portage affecting Columbia County. Root River At Franklin affecting Milwaukee County. Root River Canal At Raymond affecting Racine County. Sugar River At Brodhead affecting Green, Winnebago and Rock Counties. * WHAT...Minor flooding is occurring and minor flooding is forecast. * WHERE...Root River at Franklin. * WHEN...Until Saturday morning. * IMPACTS...At 9.0 feet, Portions of the Root River Parkway are flooded. Oakwood Road near S 60th is flooded.
